Congratulations to Goura and Andrew for their promotions. I admire their contribution towards the service.

Unfortunately, it's regretful to say that they lack some manners. They do not know how to behave a with civilian. Though that did not surprise me.

So I was flying around the coast of the city, and from far I saw an officer standing near a big crate at the shack. I thought I could help him out,, so I went closer to see what's happening out there. But he did not wanted that, he warned me to leave and I gently I asked him that why (what is the matter). Within few seconds his fellow officer showed up said same thing, I was about to say "OK, I am leaving" but instead of listening they wrecked my vehicle and tried to drown me into the water. In which they failed. I almost got drowned into the water, but I got up quickly. The helicopters crashed into each other and created a massive explosions which caused a damage to my body. I thought I am done by that time, but I still managed to get away somehow from the fire. I was frustrated and badly wounded by the explosion but they were not giving a damn about me. They flew away without even asking if I am okay.

Being in a suspicious place while you are armed,I asked you to leave the place and refused to answer me. What do you expect us to do.
It was your fault that you should not stay in a suspicious location.

And we all know your criminal past.

I'm Special Agent Kowalski with the U.S. Federal Bureau of Investigation.

I have some questions in regards to your statement.

First of all, your statement alleges that they attempted to murder you. However, reviewing your evidence, I see that they haven't done anything of the sort.

The evidence shows me that your dangerously low altitude caused the accident when your helicopter blades hovered into Senior Officer Davidson's helicopter.

You were given an instruction to leave the area by law enforcement. It's that simple. You don't stand around when law enforcement tell you to leave, and the reason for that is that we work to make Vice City and it's citizens safer.

In addition, you were in a well-known criminal hotspot where the police are on high alert, but I'm sure you knew that already.

Everyone has freedom of speech and plenty have criminal pasts, so we can't really reprimand the agent solely based on this statement.

In addition, the agent and the senior officer told you to leave, they didn't fire at you, nor did they seem to do anything wrong.

You've made several statements alleging that they tried to run you into the water and kill you, but your evidence seems to prove otherwise.

They do not know how to behave a with civilian. Though that did not surprise me.

Please refrain from these sort of implications. We're trying to find the facts, your added input only makes it harder to do that.

I'll also be granting Agent Goura Mohamed and Senior Officer Andrew Davidson the chance to provide their response in correspondence to this reply.

My opinion is that he only wants to blame others



What are you waiting for us to do? you  was armed in a suspicious place. We just did our work.
 
That was a secret mission. Why am I telling you who you are so I can tell you what's going on


We asked you to leave and you refused. We just continued our work. Don't make things difficult


 and don't blame people

@Kowalski, I think you should rewatch the evident video carefully officer Andrew leaned up his chopper towards mine and it turned into flames. (1:10)

Also, I kept my altitude low so I could hear the officer clearly and to see what's going on. I did not do any sort of damage to them.

Could not they tell it just simple as that. So what's the point in ramming my helicopter?

They told me to leave, I asked why and I was even going to leave until the officer rammed my heli and delivered a great damage to me.

@Goura, blame others? You caused me my life.

Armed? What is the point here of being armed? Did I fired at you, was I carrying any sort of illegal things or weapons with me. You didn't even intent to see what I was carrying.

You are yet again blaming me for no reason so you could change the subject.  Too much secret mission that you would even try kill an innocent?

Greetings. I'll point few things out now. When Goura and I split and started to search for a crate, he called me and said that he found it. After few moments he sent backup call twice and told me to hurry up, where I arrived to him in double time and I saw you flying few meters above his head with the helicopter. As you say Goura standing beside the crate, you could see a helicopter behind him(his own helicopter) and you saw a Police Officer arriving to him. We requested you to leave the area, nobody intended to hurt you or murder you.

When the accident happened, and I repeat, nobody intended to do it.. It's your fault as well, first, you are flying a helicopter in a dangerous altitude right above Federal Agent's head, you saw a police officer coming to that agent to help him and both of us requested you to leave, which you didn't. Meanwhile, Goura opened the crate and got into my helicopter where he told me to go, I wanted to return to you and help us as I saw you down but you left the game. To mention, Federal Agents can order local police officers and so I did what Goura told me. As the crate was opened there was no way to let anybody close to Goura as what he is carrying must be escorted to police station.
Nobody intended to hurt anybody, as you saw that everything was under control in shacks, and that Goura doesn't need any help.. Why did you refuse to leave as you even saw ME coming to help him? Both of us requested you to leave, there's really no time to explain every detail and tell you a full story in order to make you leave, I hope you read this. I even talked with another person about this and we concluded this. I hope you understand it, and why would we even kill you?

@Andrew, you need to read what I had said above, I was hovering above the shack (not so much close to his head, he was standing at the corner) so I could see clearly what's going on out there. I saw you coming and you said same thing. In the meantime, I was going to say 'Okay' but you leaned up your helicopter towards mine and caused all of this mess and damage to me.

@Goura, I don't see it worth talking to you over and over again since you don't comprehend. I will be waiting for the head officers to conclude this.

Armed person comes to a high profile spot with a situation going on, gets warned at least 6 times but won't leave, and then crashes his helicopter.

Were you expecting the LEO's to use the stashed crate to set up a little tea party for you?  :lol:

Right, however you didn't have to do anything there. You don't have to interfere into local police work and into their duties, nobody there needed any help or anything from you. Don't get me wrong but it was not necessary and what happened there was not intentional and nobody wanted that to happen, but you got to admit that you refused to leave the scene, you knew what was going on and you were seeking for a right moment to jump in. However I don't use this as any excuse or anything, I am pointing out facts and whatever it is, you need to listen to officers.
And +1 to what DaniGold said, I personally wanted to come back and check on you and give you transport back but Goura has opened the crate already, and taken valuable goods needed to be escorted, therefore I couldn't let anybody close to Goura and I escorted him to police station. Afterwards I started to fly back to shacks but you already left..

Each time you trying to manipulate the subject with new excuses ( I was armed, I was in a criminal hotspot, I have criminal history) which makes no sense. And for the armed point, what's wrong with carrying a gun (a colt with 2 bullets) for safety purposes. If something was wrong with it, then I condemn selling ammunition to citizens be it legal. I repeat you didn't bother to see what I was carrying just trying to put a blame on me to change the subject against me.

Ok I assume that I was not supposed to be there (after you had warned me). Right. I was about to leave, you could see in the video I was saying Okay. The main point is, you leaned your helicopter towards mine and that's what brought this complaint. In fact, you said I've had ten seconds to leave but you rammed me before the said time. Would you still persist not to admit your. I wouldn't really bother coming here, if you had not gave me a loss.

Hi there,

Thank you for the report. We have taken a look at the evidence provided and also taken into account what both Officer Davidson and FBI Recruit Goura have said.

Unfortunately, it's regretful to say that they lack some manners. They do not know how to behave a with civilian.
Your first accusation, was that Police Officer Andrew Davidson, and FBI Recruit Goura, were ill mannered towards you. As can be seen from the evidence provided, you were given a warning to leave three times. Twice by the FBI, and once by VCPD.

Each time you were warned, you repeatedly asked "why?" instead of complying with what you were instructed to do by law enforcement. This can be counted as a crime, in which you can be suspected for. In no way did I see acts of rudeness towards you by the accused. In an emergency/dangerous situation, Officers are inclined to give an in-depth reason why you cannot stay within the vicinity as time is of essence. You must comply with law enforcement for your own safety.

In conclusion, I find the accusation that the Police Officers acted wrongly towards civilians false, and that both the accused correctly followed protocol.

Using the evidence provided, you can be seen hovering at a dangerously low altitude above the Sea Shack where FBI Recruit Goura was standing. At 0:01-0:03 we can see that Officer Davidson attempted to land onto the Sea Shack but is blocked off by your helicopter. At this point, you are clearly obstructing justice and preventing Officer Davidson from landing his helicopter, which is a crime that you can be suspected for. At 0:05 you were then instructed by Officer Davidson to move your helicopter. This was the third time you were asked to leave. Again, you refused to leave the area and repeatedly asked "why?" despite warnings. At 0:13 Officer Davidson collides with your helicopter on his 2nd attempt at landing. In no way can this collision be seen as intentional but rather a result of your negligence.

As for the accusation that they attempted to drown you, I see no evidence of. However, I can see that you were able to leave the helicopter and run towards FBI Recruit Goura, showing no signs of injury.

I was frustrated and badly wounded by the explosion but they were not giving a damn about me. They flew away without even asking if I am okay.
I fail to see any evidence of wounds in the video, and no medical evidence has been provided to back up this claim.

Both FBI Recruit Goura and Officer Davidson were in the middle of an emergency situation, in which they are instructed to prioritize over dealing with any bystanders. As you failed to show any signs of injuries, and instead perfectly run towards the FBI Recruit downstairs, both the accused had no reason to think you were suffering any life threatening injuries and so focused on the job at hand. Once the job was completed, Officer Davidson returned to the scene but you had already left.

In conclusion I find the accusations that the accused purposely destroyed your helicopter and attempted to drown you false.

If you are not happy with this answer, you are free to escalate this to the Vice City Court of Law.
