I made a ARPD skin for the Belgium Police Helicopter made by Sgt_MartinRiggs.

again, You don`t need to ask permission to the author if you only make a .txd mod.
.txd mods are nothing compared to the modding of the vehicle itself.

you have to ask permission, in every TXD file, there are changes on interiors to, not only on the outisde, even if it isn't in the readme file, permission needs to be asked, especially when you put it for download.

got this rule from my own experience

Technically the ARPD site is a closed community, thus making it not a publically available download.

And it's not closed community, since it's on FileFront everyone can look for it. If this doesn't happen it doesn't mean it's not possible.
