Cleaning the streets and ARPD Involvement
« on: August 17, 2009, 03:50:23 am »
I've made a post on the regular forums and I'm gonna post it here in hope of a reply. I do this because I should've posted it here in the first place.

To be completely honest this is a big failure of the ARPD. A failure that is parallel with the script.

Let me start with the script.

Almost every new player on the server wants to get to know the server with a job. They wanna use guns and there's one job where they can get a gun for free and that's being a cop. If I have to guess, I'd say about 75 percent doesn't even know how to speak locally and they're already on duty. This amazes me. This is why I don't tell any player how to get on duty before I see them speaking locally.

Then there's the big failure on ARPD itself.

Just face the facts: A lot of freecops deathmatch, aim without a reason (and especially use pepperspray without a reason), /su abuse and on and on and on. You could blame the script and you could also blame other cops not willing to help the new players.
There was a discussion on that, not too ago. Since then it has changed a lot. But it's still not enough. I still see some officers, rarely going on patrol with a random new freecop. These officers are pure egotrippers and would never admit they never or rarely patrol with freecops. I actually know some officers I have never seen in the same car with a freecop.
Eugene made a good point, some cops don't even chase. Lately I've been on patrol more often with officers and I thought that was cool, till I noticed some officers don't even chase. I wonder if this has to do because they 'like' the suspects or because they don't wanna be bothered with chases unless it's someone 'important'. Or maybe it's because they keep texting and they're busy with other stuff...but if that's the case, why the hell are they on duty, know what I mean?
Also, the radio has be used a lot more often. There are police groups like SACS and SASD for example and that's great. But when they talk about suspects they should use /r and not /cb/vent/teamspeak. And when you're on a voice program, you should use /r when you give the position of a suspect, unless you're driving by yourself, cuz then you can't do it all the time in /r.
I have to conclude that Gandalf is wrong about a certain thing. SAPD is not understaffed, it's understaffed by good cops who actually go after real illegal activities.

I have a lot of solutions for this I can think off.

Script solution:

You want to have cops who actually know the law and by doing so, not abuse anything because if ignorance.
Let a new player make a post on ARPD and apply to become a cop. Then you have a higher rate of freecops who have read the ARPD laws, without making up too much time of the ones who would be processing these 'Cop applications'. I suggest giving every officer the capability to be processing these applications.

Solutions on making the streets cleaner, by the ARPD:

The ARPD should increase it's effeciency and effectiveness regarding solving crime and preventing it.
1. Officers or Cadets should be actually leading other units instead of patrolling with each other. It would be best to have atleast one Cadet/Officer inside a police vehicle controlling the radio.
2. Senior Officers ought to keep their eye on areas where there is a higher crime rate and direct more units to these areas when necessairy. It would be best if there are officers/cadets posted on a few areas instead of everyone driving over the whole map. Then you could even account to them when there is a crime.
3. Post units on specific spots where people are usually speeding. This would be a great opportunity for cops to be handling with speeding and reckless driving.
4. More use of radio communication. I think I've explained this pretty clear above.
5. Getting rid of the corruption inside ARPD. Oh well what does he mean? I mean taking bribes and cops OOC liking the criminals and therefor not going after them. These cops should be cop banned and it doesn't ever happen. Fernando is just a tip of the ice berg and the ball should've started rolling a long time ago. Yet, no other high ranked cop got banned for corruption. I may be wrong, but that's all I know. Don't worry I'm not gonna say your names but we all know this is happening.
6. Have cops actually sitting at the desk to explain the new cops how everything works before you let them out the door.

It's a bit confusing to me what Gandalf really wants of the criminal organizations. But I can tell you this, if you're gonna give them permission to take matters in to their own hands if something 'bad' happens in their area, there's gonna be a lot of abuse.

This idea has been proposed countless times.

Argonath works with an open community, I don't think the ARPD or the script is to blame, I think it's people who disrespect free-officers, people like that.

these ideas are good ideas. i dont know why you guys have to ignore the fact that the server is not worth playing on anymore.

I even have 7 months of Cop experience on that Server ... Iam  a Freecop and higher ranks still dis-respect me :(  [e.g. after a suspect is downed on foot ...they just take my cruiser ( I can see, if it's mine cause only your damage is seen )  .. I ask friendly multiple times per PM to return it or to just pick me up ... and guess what ? They don't answer ... pff right ... It's only a Freecop ]

I guess Iam the same as an Officer ... a cop ... only a lower rank and I should stay under their commands ... but what's the difference ? That an Officer is more important ? Every cop is important as long as he respects others, cooperates and works in a team . I can operate the radio well .. Iam good in lagg shooting and driving aswell.

Don't take it as a complaint ... or that it should be something against Officers :D ... I still respect you Officers fully and stay under your commands  ;)

Next time report in /r - If I notice officers disrespecting freecops, or ignoring them, I will talk with them!

I just said my idea, because Im tired of pressing TAB button and seeing so much suspects,
for example me and cofi were suspects yesterday, we were picking someone up in LS, so we were rolling around that city witch was once full of cops, and now no one even tried to chase us. I even remember we stopped by some cop (officer, not cadet), cofi did /me rolls down the window, then we said Hello officer, he said hey guys, and he just drove away... in LS!

I dont like the idea that Criminals are running around city and cops not even trying to stop them.

Also the other day I was running my casino open, then some bikers showed up, started acting violent ending up killing 2 of my security, so i called 911, and no one showed up from police, not even 30 mins later.

* Technically we aren't supposed to know your wanted :P, we don't see colored names in real life do we? *

To be honest, as a Officer of the ARPD we do our best to catch the criminals that reake havoc on the many argothenians. Wonder why we never chase you guys? Its because we have been working too hard to even be bothered and most of the people we deal with either want to cause trouble and get chased, or whip out a gun and blow our brains out for no apparent reason. I have learned to ignore some groups of people so i can make sure my job is efficient and that im doing my job correctly. Some of those criminals get to you and thus getting a case of "I don't give a shit anymore". I will never stop my police duties because its something i love and a few DM'ers, Flamers, RP ruiners could never take that away from me. Of course their are a lot of good RP's but that's only 20% of daily police work. The other 80% is what i described above. Its a hard job and we can't respond to every 911 call or chase every single suspect.

@ Stanley_Taylor

You've brought up some good points but some of them have already been dealt with and discussed from within the arpd. More and more officers like myself have been riding with free officers giving them my knowledge of the force. This information is temporary and many of them forget it in a matter of hours. What they don't understand is that if you want to become apart of the arpd you have to work, study and show what you know properly. Many of the new players lean towards joining mafias rather then the police force, even i went to the Montanas and a few other groups before picking up the whole cop stuff. I was literally a "Bad-ass" drug dealer turned into a Respectable Police officer. The new players just need general server experience and a chance to figure out what they want to do in Argonath since the possibilities are endless.

About the /cb /vent /r your were talking about, in the SACS vent there is ALOT of communication on location of suspects etc and the /cb is used for general chit chatting. Every single one of our officers go through an extensive training program to make sure they are ready to deal with situations correctly. One of the topics covered in the training program is communication so each and every single one of our officers are to report the situation in /r as well as /vent so efficiency is the best it can be throughout not only our police division but, the whole ARPD also.

Sidenote:

Criminal activities in my eyes are contagious. One person sees the next person doing it and thinks its okay then they start doing it. Its like the dominoes effect. Plus running from the cops is fun! Believe me.. that's all i wanted to do when i first joined argo :)

Its because we have been working too hard to even be bothered and most of the people we deal with either want to cause trouble and get chased, or whip out a gun and blow our brains out for no apparent reason.

^^ I absolutely enjoyed reading that!! It seems as if every traffic stop I conduct turns into a high speed pursuit around San Andreas, people then start abusing the 4 or 5 car limit rule (cant remember exact #) because they run out of fuel so much.  Hell, I even have people drive up to me while I'm taking radar, honk their horn and in /L say "will you chase me?", which usually ends up in the person ramming my car until it begins to flame and blow up just because they didn't get their way and get chased.

For the amount of time that I've role played as an Officer, I can only say I've RPed an actual traffic stop about 3 times.  Every other time has wound up in the suspect using /kill, /q or ending up in the suspect and his or her 3 other accomplices in the vehicle unleashing countless pounds of lead through my body just for "teh lulz".

This doesn't go for every suspect, only the non-RPing ones; but I always find it a thrill when I'm asked to wait for them to get their car back after a game crash so we can resume "roleplay" when the entire pursuit began with a drive-by on police officers for no reason.

as said above a time too, Argonath is open to play, without must limits to actually play(driving without license allowed and all)
thats a good thing,

but i do agree there should be more limits to cop work, like having a passport,
which means you do know some rules, and how the server is a bit

the disrespecting part,
i doubt that that has to do anything with all the abusing

it will influence possible good cops to not go on with the work,
but it doesnt have influence if they start abusing normally

No...

I am a freecop, and I know we're "Freecops" in general gets there rep.
I have seen allot of corruption which today has caused a freecop to become a Officer ( They say ).

IT is just too easy to become a cop, isnt it!? . You should atleast have a passport. And the security rights are disregarded. Freecops with the blue shirt do not even know there Security rights only ( Thats correct right? There not cops, just Security?).

I really do not like how its going right now, moral is low and sometimes I dont go on chases because when I do, I end up killing the suspect just about when they use "/gu" , someone else interfers and shoots me whilst my back is turned, cops are dmed as if its nothing.
I am mainly only on 10-8 at perishing square , there is allot of crime there. (( I patrol on foot >:D . ))
I think its a bit too relaxed... :S
