The BlackList [Underground StreetRacing League]

The Blacklist is a list of the 15 most known streetracers in Los Santos. It's all about climbing the ranks, there's 15 spots and to be on the list you really have to be an outstanding racer. To climb the ranks you have to challenge the racer above you. The higher ranked racer has the right to choose the track and race type. There are 4 different racing types, Dragracing, Drifting , Sprint and Circuit.

Drifting: Drifting is a type where the main goal is to stay as close to the opponent as possible, while going sideways...
The drift races will mainly take place in abandoned parking lots or hillroads. Remember...it's not about finishing first, you  it's all about trying to stay as close as possible....but if you have the opportunity to overtake your opponent then you should do so.

Drag Racing: Dragracing is all about driving on a straight road. The winner is the one who crosses the finish line first.
Nitrous Oxide System or NOS is allowed for anyone to use when dragracing. The racers line up at for example a traffic light, and when it goes green the race is on. All cars except the  are allowed. The Dragrace will include 3 rounds, which means that you have to win 2 rounds to actually win the race. There should always be a player checking the finish line, to see who finishes first, since the racers sometimes don't really manage to sort it out themselves.

Sprint: This is basically a "Point A to B" race, the higher ranked racer gets to choose the the start and finish line. The sprint track has to include at least a few turns, since it would be a Dragrace otherwise. The tracks would mainly be somewhere in Los Santos, for example racing around Downtown. To win a Sprint you'll have to know the streets in and out, knowing shortcuts and so on is important.
If the Police Department interrupts a race the best thing to do is to drive away, hide for a couple of minutes and return to set a new track.

Circuit: Is a set track where you will do several laps, minimum of 2. most people avoid this sort of race since it's hard to watch if the racers take shortcuts or cheat. The circuits could be around the Highways of LS, having some racers at checkpoints to see if the racers really follow the track, if they don't they'd get disqualified and even Banned from the Blacklist.

To actually get the chance to enter The Blacklist you'll have to get some contacts in the underground racing world and build up your reputation, to find any of the racers may be pretty hard, since no one's really out showing off in public and most of them have fake names or nicknames. If you somehow manage to get contacts and so on, you might get the chance to race the number 15.
The "Blacklisters" may sometimes gather up for car meetings or such at different locations, to talk, set challenges and show off their cars.

The minimum bet for a Blacklist race is 5000 dollars, Or you can do it as friendly. Pink Slip races are also allowed. If anyone of the racers refuse to pay or give their car after losing a race they will be banned from the Blacklist, and we'd get the money/cars the hard way.
No guns or illegal substances are allowed when racing/meeting up.

Like everyone else said Lynx, do not rip other peoples' work.  It can actually end up in a jail or fine, if the rightful owner decides to take legal action.  I personally believe his post should be edited as so to remove everything within it, thus forcing him to either give up on this, or create this on his own.
