Run Sacamhack.exe, then minimize the box that comes up.  Go in game and then on your NUMPAD press your * key.  This will enable it in-game.  Press V or which ever key you have set to change your view and you will get various views to choose from.  I think it is around views 13-15 that have the in car one.
