While I appreciate your initiative and good mannered intentions, he just posted his application today. Therefore I assume he is still interested

Also there are certain people from SAPD who are designated to handle applications

I've patrolled with him for an hour and he made a good impression. He knows the police codes, he's a good rper and is able to use TeamSpeak.
