Steps of Traffic stop
« on: October 31, 2009, 17:44:33 pm »
Dear ARPD members, If you feel you have reason to pull someone over, please follow these steps:

1. Turn on the blue light, and tell him / her in Megaphone to pull over ((Command is / m1))
2. When the civilian pulled over, ask him/her in megaphone to turn off the engine.
3. Report the Traffic stop in the radio: Unit number, Location, Code number.
4. Walk to the civilian vehicle (If the window is up, knock on it), and introduce yourself. Example: Good day sir/miss, I'm Patrolman Isten Vok, ARPD.
5. [Not Important] Ask him/her: Do you know the reason of the traffic stop?
6. If you analyzed the situation and feel like to give him/her a ticket, take pen (always use pen) and a ticket (You can find ticket book in every patrol vehicles trunk).
7. Write the ticket like that:
Date / Time:
Reason:
Price:

8. Give the ticket to the civilian and ask him/her to sign it.
9. When it's ready, the civilian have to pay.
10. When he paid, you can let him/her go.

((Thank you for reading, I hope I could help with this.))

This is how I usually do it:

1   Turn on your siren, tell the subject to pull over (/m1)
2   Tell the subject to turn off his engine, through the megaphone.
3   Report in radio. Note: At this point you cannot state code 4, as contact with the subject has not been made yet
4   Exit your car, walk slowly to the subject's car. Note: The subject may drive off, be prepared!
5   Introduce yourself. Example: Hello madam/sir, I'm [Rank] [Name], with the [Department (if cadet/freecop - SAPD)].
6   Ask if the subject knows the reason of the traffic stop. If the subject doesn't, explain.
7   Give the subject a warning or a ticket, depending on the seriousness of the offence.
8   Tell the subject he has to pay. Note: If the subject doesn't have the cash, take him to a nearby ATM or tell him to RP it.
9   Tell the subject to pay more attention to his driving, because he can hurt others, but also herself/hisself, and driving in a wheelchair isn't fun.
10  Say goodbye in a polite way. Example: "You may continue your journey."

During a traffic stop, serious calls may come in (code 30, 207, 211). If that happens, tell the driver he may go and respond to those calls.

You can't post any proceedures here unless approved by a Chief. Also both of yours differ from the way its Offically supposed to be done. Mine differs to, but I believe they want the official one here.

You're telling your Captain, a higher rank and a command staff, that he's wrong? Be careful Emerson, you know as well as I do, questioning superiors is treading on the edge of a knife...

Here's one of me catching up to a guy, and instructing him to turn the car off, and requested an additional unit (Which I never received any backup at all.)

http://www.youtube.com/watch?v=oiTl_hZuPPY

This guy ended up dead, by the way.

By the way, Emerson, he wants Officers to post how they as an individual stop a vehicle. How I usually do it:

1. Catch the subject breaking a law, and observe all laws that he breaks while catching up to the violator.

2. Instruct the vehicle to pull over in a safe area. (If possible, if there is hardly any traffic, most areas are fine.)

3. Once the vehicle is stopped, I instruct him to turn the engine off VIA Megaphone or Shout, while also using the Police Radio to call the stop out.

4. Ask yourself if you can handle the situation alone, or if you would like another unit to assist you for Officer Safety. I usually choose to request another unit, to be on the safe side.

5. Once you are ready, or your assisting unit has arrived, I will eventually make contact with the person through verbal discussion. (Observe the person for suspicious activities.)

6. Collect all documents needed. I usually only ask for a License or an equal Identification. Also, passengers in the car are to also be Identified. You need to Identify ALL PASSENGERS. This is crucial!

7. Once verbal contact has been made, you can (Roleplay /me looks inside vehicle. /em Do I see anything illegal?) look inside his vehicle using the Plain View Doctrine.

8. Try to get a confession without the subject realizing, ask if you know why he has been stopped. If he does admit to the violation, explain it anyways, so he understands. If it is a new citizen of Argonath, I will explain all of the laws, and speed limits, to hopefully make them a better driver, new players NEVER get citations, I only cite a person once I have encountered them on more than one occasion. (Be sure to have your dash-cam and on-person microphone activated. AKA: Screenshots.) Document EVERYTHING they say in CASE they complaint on you!

9. Once you have explained the situation, give the person a written warning or a citation - within reason. Officer Discretion exists, and you should use it sparingly.

10. Once you have collected the citations value, I tell them to please be a safer driver, hand their documents/Identification back, and I release them from the traffic stop.

11. Once I have completed a traffic stop, I ALWAYS let the person pull out before I do. (Mostly because of database entries, but you want to make sure that the subject isn't going to roar away and break other major laws.

12. Once you are done, these simple Radio transmissions can make you look like a very dedicated Officer:

Police Radio: [SACS]Rabbit: U12, Traffic Stop Completed, Idlewood, W/M, Black Infernus, Over.
Police Radio: [SACS]Rabbit: U12, Filing a Traffic Stop Report, Unavailable, Over.
Police Radio: [SACS]Rabbit: U12, Report Filed, returning 10-8, Available for call out, Over.

[[ I'll write it out better next time, I was supposed to leave for work like 10 minutes ago. ]]

DETERMINATION. DEDICATION. INTEGRITY.

I am telling the first gentleman who posted here that everything that gets posted here but be approved by a Chief. Rory you and I found that out when we posted this exact same topic some weeks ago. We were also told our preedures worked but were not 'official' now I am not saying Captain Croft it wrong nor did I even question it as such. I am saying it not 'official', that does not make it wrong but I presume if it goes anything like it did last time this will be the answer. Rory, Captain Croft and I get along gresat and you uestioning my text trying to make it something bigger then it is is not appricated.

First of all, my name is Thomas 'Leroy' Crof (Just for you to know, it's not my IRL name!). We do get along quite well, but I get along with a lot of officers quite well, including Rory ;)

Car mods are allowed, if they don't change handling.cfg/vehicles.ide or any other file than gta3.img.

Car mods are allowed, if they don't change handling.cfg/vehicles.ide or any other file than gta3.img.

Even though you modify any data files, they will automatically revert back to default when you start up SA-MP.  You can bypass that, however, I won't say how, as it's by hacking, and like you said, not allowed.
