I understand what he means, he wants to go further than being a noraml freecop, and by being a cadet, it is the bridge to becoming a higher ranking officer,

I've had the pleasure of patrolling with this cop ever since he first came to Argonath. I was impressed of how much he knew, and how quickly he learnt from what was said. I am still impressed by his dedication and skills concerning cop work. I recommend him to become a cadet.

Patrolled with him yesterday, he did very good. He was polite, gave support when underfire, and overall did a great job.
