Ok, we must analize the situation...

You haven' t passport, this is not a problem because you are getting one.
You haven' t driving license, because you must take the passport and waiting another 3-4 days for take the license bacuse you can take only one exam/training at day...

Now, I think if you are a cop, you can' t defeat a hacker with infinite life with your deagle, only admins can ban hackers, so... If you will clean Argonath by cheaters, I think you mistakes the section, the applications for Admins are opened, you can apply but you get denied because you played only one week in this server.

If you will my opinion change: "Why do you want to join San Andreas Police Department?".

this is not a admin application, it's SAPD Application, you don't need to catch hacker and rulebreaker, can you change it? thanks, by the way,Goodluck
