On Argonath RPG there is always people online as far as i know!? If you want to get more people more active in your specific time zone i would recommend you to make a topic on www.argonathrpg.eu/forum since that's the place where all community members do read about he Argonath RPG server

Well my friend, to answer your question, and im sure someone could answer it better then me. It's because they are still developing their new scripts and whatnot. They are hoping that more people will come after they are finished. I myself usually like to play a little Vice City here and there, but I'll only join if I see others in there.
