He's a chief in VCPD, and he has been SAPD Officer here earlier.

I would not hesitate in promoting to officer, but I am not sure in activity...I have not seen you on SAMP Server for atleast 1 year...Can you and others confirm your activity?

EDIT:
You have played for 1 hour and 30 minutes, in the past 6 months...At the moment this is not enough for cadet..

talk to him and patrol with him to see if he has kept up with his skills
