The idea was in creating a department inside police that will concetrate in investigations

A normal cop patrols, catches criminals and brings them to PD
PD detective investigates properly the crime, makes a desicion about the criminal

ATP patrols roads and prevents traffic rule violations


As I know, in Russia there are many departements in our police..


PS. After renaming "милиция" (militsya as wikipedia says) into police, our cops started to take donuts at Dunkin Donuts xD

Every SAPD member should be aiming to have investigatory skills capable of investigating any singular basic crime; at the very least. As well as it is every single SAPD officers job to be keeping traffic rules in check.

When groups are conceived, they aim to do a particular job, this should only be secondary to their primary police job and not result in secondary responsibilities that supersede their primary ones on duty.

Each officer taken off the streets and sat in a office somewhere means one less officer on streets. Officers will be in the office investigating when needed, and on the streets when needed.

I know script support hasn't been mentioned for a while, but essentially there have been no 'unique' police scripts given to groups since SWAT. Groups such as the former SACS and SASD were given HQs with duty spots (not jails) and vehicles (that all ARPD could still use). BUT, they were eventually taken away when the groups roles began to take over their primary duties.



I'll repeat my opinion one more time, ALL officers should be able to investigate, or else they are failing a part of their job as officers of the ARPD.

As said, we don't need this. Why over-complicate something which should be done by Officers anyway?

And also, killing someone is never self-defence. The use of lethal force cannot be excused by that.

Thats the point! Most of SAPD staff dont give a damn about traffic violators anymore! And they most likely break traffic rules themselves!!
Thats why i created ARTP, to prevent these things from happening, though, not very easy without any support from anyone

The point was about investigating as SAPD Officers...not about traffic violation. The violations are just a secondary for when groups forget what they are meant to do primarily.

Practically, in my opinion, you are trying to get yourself a rank, since you fail to get in SAPD. Instead of making a purposal that will benefit every one, and will give (in one way) freedom to every one.

S1mon, I'm truly impressed when I read this topic based on what happened today.

S1mon gave the "order" (or so we'll call it) to kill a specific ID today, because he had to give them an investigation for 10 minuets.

On top of this, S1mon found it acceptable for this, as it "a waste of his time".

Things change fast S1mon? Or are you gonna be the detective that can investigate, collect evidence and process everything in under a minuet?
