Are you now trying to say that we cannot say anything against the command staff? To be honest the only ones trying to do something in the departament were Jaaska and Paul, all others just watched and followed orders, instead of trying to do something. Yet, we, Cadets and Officers are the ones that have to pay for their mistakes.

I will give you a little bit more brief description of my opinion.

A SAPD Captain is supposed to lead a certain SAPD Sub-departament alongside with his other SAPD duties. He has to make sure that there are no misconducts in his departament, and if there are, to deal with those people performing those misconducts accordingly.
Now, did you see that scandal on Argonath forums with that "LSPD special patrol"? When SAPD officers took clown skins, took a bus and started abusing everyone and everywhere? Now, if a captain could have overlooked such a major breach of regulations, do you think he is eligible for his duties?
IF those captains or whoever was in charge, would have punished those , that have performed misconducts, do you think such a step like this would be required? Would i now be posting in this topic defending myself and my opinion? No.

I do not really see how expressing my opinion without actually shitting on someone is making me uneligible for duties.

From a new, unbiased(-ish) point of view, I'd like to make a logical point. If a reform is being done, then isn't it better to at least make it look like SAPD Upper Command is being reviewed? From a simple officers point of view, its basically saying that SAPD Cmd is a lot better than them, when it really isn't true.

In a more general scenario...if a company wasn't doing very well, and they reformed, then firing all the workers and keeping all the managers isn't necessarily going to help. Fire everyone, and re-hire them if the review deems them suitable for the task. Blaming the workforce happens everywhere...the government blames the public sector/services workers, and the people in the public services get angry about it.

If, even in a game, the people at the "top"(as much as you can be on top in a game), people act the same way, and blame the workers, then it is totally hypocritical.

History serves as a good lesson, to those who will listen to what it has to say.

The upper command was only recently updated / appointed, making a review pretty much pointless seeing as that would have already been done in the last couple months by the Chief and Commissioner.

In all fairness, people can appear to change...or remove a mask...within a very short amount of time. I've seen people get big-headed, and then also seen them lose that attitude.
If a review is made, then it should be a matter of protocol that it appears to look fair...even if people are not actually reviewed. All it takes is someone to remove a few forum ranks, and all the comments about command staff will stop. Within a week, add them back in, and people will be happier, as they think the command are actually suitable...

What irritates me, is that the low ranks always to take the blame.

Take us, cadets as the example. We had no idea what is going on since we dont have any access to some boards. Yet, we have been revoked badges and are left in the uknown with a constant wonder of what the hell is going on.

But no-one dared to touch Captains, as i said in other topic, when they're pretty much the ones to take blame, if they can oversee major breach of procedures and serious misconduct of the officers in their departament.

All you do Max is make stupid comments about what you presume is going on with command staff and how they're doing their jobs. You have no idea what's actually happening so you just presume they don't give a shit. Captains have the responsiblity to lead a department to success with aid from lieutenents and sergeants. These people are the superiors of the department and they are the ones who must lead by example. If the Captain goes right, his members will follow him as they see it as a correct move. Same applies for Lieutenent and Sergeant. Your moves are being checked by your officers and senior officers. What you do seems right to them. The ironic thing in this is that officers are being verbally punished for trolling, inappriopate behavior when they are only doing what their superiors are doing. Before you ask, no I can not support my accusions with evidence but I have several people who can act as my witnesses.

You seem to not lose as a team, more likely searching for one group to blame. The leader leads his/her team, his members follow him. The team failed, the leader failed. Cadets are doing what they are being tought and what they experience from the Academy. Officers are doing their duty by what they are told and been tought. You who are left, SAPD upper-command, obviously failed to repair the damage in time or lost the control of it.

SAPD have an academy that accepts almost every officer as instructor, the funny thing is they are not even being watched how they teaching out. They have a handbook to follow. Copy & paste - Done, Cadet moving on to next session. The cadet have not learnt anything from that session, as the instructor have no experience nor have been given a clear outline how to teach out.

SAPD have an application procedure there it is more focused on correct application format then the actual information inside it. Applicants get denied because they had written the text below the question instead of next to it. Instead of focus on the relevant you put focus on the things that does not need focus at all.
Applicants meet a rough attitude from academy management, why do you think cadets enter the academy with a wierd attitude? Because that is how they got approached.

Do you know what words forum means? It means a discussion, and in a discussion, people usually state their opinions and feelings about a certain topic, which at this point , is  a SAPD lockdown.
If you feel that my opinion is unacceptable to you - do not read it, and yet, dont waste your time replying to it. And you know , you have just basically said the same thing Cyril just said. "Be like others and be cool".
 I dont think this applies in this situation.

Ok, so lets just sit down and let ourselves be blamed for what happened.. Sorry, i'm not that type, hate me or not.
No one is being blamed directly. It's a review and reconstruction with only command members commencing the rebuild.
It could be handled differently, however they chose this way.
