I just got my "Academy Cadet" rank to citizen and no one advised me? It was wrong or am I actually out of SAPD?

SAPD is currently in a lock-down and all under Lt. are demoted to Citizen untill a check has been made to determine wheter he stays in SAPD or not.

He can see everything even with Citizen rank.
