Junior Traffic Officer Training

Section 1: Common ARPD procedures must be followed!

Section 2: ARTA Officer must know ways to deal with a stopped suspect

2.1. If the suspect is in a car and he has been stopped, both partners in the car have to exit the vehicle. The officer which was in the passenger seat, must slowly move towards the car and aim his weapon to the driver in case he would try to run. While passenger officer is moving near the suspect's car, the officer that was driving must STAY NEAR HIS SEAT, aiming the gun on the driver and covering the officer. Why? In case the suspect would run, the driving officer wouldn't need to run back to the car, so he could just quickly hop in and pick up the passenger officer.
2.2. When the suspect is reached by the passenger officer (SEE SECTION 2.1 above!), the passanger officer must warn the suspect to leave his vehicle, or he could just get him forcefully out.
      2.2.1 NEVER STAND IN FRONT OF SUSPECT'S VEHICLE, because in case he would accelerate, he would run you over and get time to escape.
2.3. When stopping a suspect, get out and start brandishing his gun, HOLD FIRE and take cover behind PD cruiser. Shoot ONLY after several warnings given to drop his gun OR when the suspect is returning fire.
2.4. Suspects in heavy vehicles such as Trucks or dozers (if fleeing) must be immediatly opened fire upon their vehicle, as there is no way to stop such heavy cars with a cruiser, you have to damage the car with your bullets.
2.5. Suspects that have been stopped and exit the vehicle, and don't have any fatal gun on them must be only PEPPER SPRAYED or assaulted with Nitestick, after a warning to /gu.

Section 3:  Officers must know professional ways to stop the vehicle.

3.1. When suspect is fleeing with motorbike, always try to make them fly out. Scare them and make them crash into a tree or block their way so they will fly off the motorbike.
3.2. You should never return to chase with drive-bying suspects without backup.
3.3. Best way to P.I.T the vehicle is to ram the vehicle into its front with your rear side of the car. Also be a bit more forward than the vehicle you're trying to PIT.
Why? SAMP Lag causes much desync
3.4. ARTA Officers must drive-by a vehicle only after several warnings given or after shots have been fired

Section 4: ARTA Default weaponary.

4.1. ARTA Officer should use basic duty weapons issued
4.2. If there is organised ARTA patrol, ARTA officer should buy shotgun, because they cost less and do much damage.

Section 5: ARTA Officers must know atleast basic codes of SAPD/ARPD

10-1: Radio reception (good)
10-2: Radio reception (poor)
10-4: Received message
10-6: On the air -> not available for call
10-7: Off the air -> not in service
10-8: In service
10-9: Repeat message
10-10: End of shift - off duty
10-13: Weather check
10-15: Prisoner in custody
10-19: Return to office
10-20: Location
10-21: Use telephone
10-22: Cancel
10-23: Stand by
10-27: Suspect check
10-29: Check for wants
10-35: Backup requested
10-36: Confidential information
10-97: Arrived at scene
10-98: Clear scene -> available for call

11-41: Ambulance
11-44: Fatality
11-48: Furnish transportation
11-79: Injury traffic collision with ambulance responding
11-80: Traffic collision with major injury
11-81: Traffic collision with minor injury
11-82: Traffic collision -> Property damage only
11-83: Traffic collision -> no details
11-84: Traffic control
11-85: Towtruck
11-98: Meeting
11-99: Emergency, officer needs assistance, respond C3

Section 6: During the chase...

6.1. If patrolling with a partner:
  6.1.1 NEVER stop to type something when a driver
  6.1.2 Partner should ALWAYS update the driver on suspect's location using /area command. Also he should report chase and it's status every 30 seconds in /r
6.2 If Patrolling Alone
  6.2.1 Do NOT stop to /r. Just keep chasing on suspect. If the suspect is lost, then report in /r.

Section 7: Correct usage of /r.

7.1. If patrolling with partner, partner should ALWAYS report in radio the status
7.2. Correct radio reporting form is /r ARTA-X [STATUS: 10-8 (available], [LOCATION: 10-20], [Status: C4 [No help needed] , C30 [Immediate backup needed]]
7.3 Correct radio reporting for stating that you're responding to a call and etc. is /r ARTA-X 10-76 (arriving) to U(Unit number) Backup call on C3 (with sirens)

Section 8: Shootouts

8.1. In shootouts NEVER be in open sight, always hide behind your cruiser. If you do not have cruiser near you take cover with near-by objects such as walls, fences, civilian cars and ETC.
8.2. If in a shootout, the shooter is not focused on you (he is shooting to any other partner or unit), you should keep shooting him and try to get closer to him, then try to spray him preventing his movement. While you're spraying, your partner should shoot the suspect while he is unable to move.

Section 9: Pull overs

9.1. When pulling over a man, no matter for what reason, you must always introduce yourself.
For example:

Hello Sir
Argonath Traffic Authority
[Optional: Your rank and your name (EX: Commander Max Pain)]

Then you should ask for their drivers license or any other paper that could reveal their indentity,

May i see your documents please?

Then report in radio about pull over, include their PLATE (ID) and their Name, also status (c30/c4) and 10-20 (location)

After checking their documents, hand it back for them and ask them do they know why they got pulled over.

Sir/madam, do you know why i pulled you over?

If he/she doesnt know, explain it to him/her. Then let him off with a warning or ticket.

Section 10: Major situations

10.1. 207 (Kidnapping)
Kidnappings are NOT our priority, however, we may block the road so no tresspasser might enter while FBI is dealing with kidnappers

10.2. Robbery
ARTA unit should be at robbery scene and ready for chase in case robbers flee, but storming is not our priority.

Section 11: Patrol reports

EVERY member of ARTA, regardless their rank, must post a patrol report atleast once a week (except Comandeer)

ARTP Staff with a rank of Officer or above have to post patrol reports (except for Comandeer) with the following format:

PATROL REPORT

Name in-game:
Date and time of patrol:
Type of event: (Pull over/Kidnap/Robbery/Hostage etc.)
Describe what happened:


Those regulations and procedures MUST BE FOLLOWED WHILE ON ARTA DUTY

Guys, I'd be very thankful if you change these as well... And write them by your own. These procedures where written by me, the only thing you did is replace ARTP with ARTA. You seem to have copied them from our old websites (proof: http://artp.createaforum.com/group-information/artp-regulations-and-procedures/)

An advice for you if you wanna copy the things from ARTP, in word there's a function called "find and replace" use that to change ARTP to ARTA, it's easier

Type of event: Pull over + car accident investigation (Pull over/Kidnap/Robbery/Hostage etc.)
Describe what happened: I see some suspicious men in a car. I pull them over, checking their car and for the documents. After checking them, I receive a call of a car accident in Ganton. I quickly rush to the scene. There was an officer involved, whose car didn't want to start. I take him and the civilian involved to LSPD, for an investigation. It looks like the officer was passing on a green light, but on the street side of the civilian, there was no traffic light. The accident couldn't be avoid. We called a mechanic to fix the officer's car. A report was made and the file was placed under ''CAR ACCIDENT INVESTIGATION'' section in SAPD's file database.

I'm sorry to reach this conclusion. TODAY, 3th March 2014 , I resign from ARTA. This resignation has various reason. One of the reasons was that I was the only one that was out there to help the group. I put on all the trainings, I learned them, I made the ranks, the exams system, everything. Our Commander and other members did nothing for this group. Weeks and weeks of hope, I tried to attract lots of members to ARTA, but it didn't work out. I am very sure ARTA members find it that this group is dead and non-interesting. So, today, I resign from ARTA, this group didn't have luck and I might request it's closure, due to the members lack of interest and activity. I am very sure that my resignation will attract a wave of resignations too, because I was the only one requesting our members to work hard and ACTUALLY do something. Good bye ARTA, I liked you, but you are too un-interested and inactive, so I realized I've done all that work without a proper reason. GOOD BYE!
